cooling water 316(A&b) compliance
John Downing is a subject matter expert in compliance with the the Clean Water Act 316 (a&b) regulations governing industrial thermal discharge and cooling water intake design to protect fish and invertebrates.

Alternative site and route analysis, site or route impact assessment, quantitative ranking, regulatory approvals and expert witness testimony before administrative law boards. Planning and scheduling for licenses and all necessary permits including public outreach.
decommissioning of Energy facilities
Extensive experience in decommissioning planning, license and permit modifications for shut down and demolition of nuclear and fossil fired electric generation facilities. Well experienced with monitoring compliance for demolition as well as land and waterway remediation and restoration.
npdes permitting and compliance
NPDES applications and renewals as well as permit amendments for alternative water and waste treatment chemicals and documentation that discharge is consistent with all water quality standards. Also performs audits for documentation of compliance.
applied mathematical modeling and statistical analysis
Quantitative risk or impact assessment associated with new or modified power plant surface or groundwater and air emissions. Sampling and statistical analyses for soil and groundwater contaminants and quantitative documentation of remediation progress.
